The Heartland Economic Development Course (HEDC) offers intensive training in the basic concepts, information, methods, and strategies of local economic development. A diverse and experienced faculty, composed of both academics and practitioners, gives an excellent blend of theory and practice. Completion of the Heartland Course fulfills one of the education prerequisites for those who wish to further their career through the International Economic Development Council (IEDC) or the University of Oklahoma Economic Development Institute (OU EDI) and eventually take the exam for a Certified Economic Development (CEcD) designation.

Heartland 2026 is being held at the Stoney Creek Hotel & Conference Center in Independence, MO April 14 -17. An informal reception will be held the night prior, on the 13th, at McCoy's in Stoney Creek. The format consists of interactive presentations, panels, and discussions facilitated by Heartland's expert faculty.

Course Materials

HEDC participants are provided all required course materials online prior to the start of the course.  The IEDC Introduction to Economic Development manual is included in the course fee. 

Meals

Attendance Policy

HEDC participants are required to attend all sessions to receive credit for the course and obtain a certificate of completion. Accommodations for schedule conflicts, sickness, etc. may be made by contacting the course director, James Hoelscher. 

Cancellation Policy

Registration may be canceled by March 13, 2026 for a full refund. Cancellations received by April 1, 2026 will be refunded at only 50% of the course fee. On or after April 1, 2026, no refunds will be issued. Any registered attendee who does not submit a cancellation and does not attend the course is required to pay their balance in full. Substitutions are welcome with prior notification.
